Both developing and developed nations mostly agree that trade generates income and is vital to the global economy. National governments started to realize the need for a global set of standards and rules when world trade started to grow significantly in the 1960s. This was done in order to harmonise and modernize the global assortment of national and regional regulations that, up until that point, largely governed international trade.
